<p> In response to the Department of Health and Human Services&#8217; (HHS) announcement that they plan to delay ICD-10, Daymarck, a leading provider of home health care coding and auditing services, issued the following statement. </p>
<p>&#13;</p>
<p>&#8220;With no specifics on what this delay will entail, it’s causing a lot of confusion and speculation about what is to come. We feel it was irresponsible for HHS and the Obama Administration to make those statements without giving a clear plan.  </p>
<p>&#13;</p>
<p>&#8220;As we stated back in November when the AMA began opposing ICD-10, we disagree with a delay. We believe conversion to ICD-10 is long overdue and delaying it will only increase health care costs and the burden on everyone.</p>
<p>&#13;</p>
<p>&#8220;We are disappointed with HHS’ decision which contradicts what they have been saying. On CMS’ November 17th national provider call, representative Pat Brooks said, “This is a firm implementation date, and there will be no delay.” CMS and HHS have been adamant all along that there would not be a delay. In turn, the health care community has spent a lot of time and money investing in new processes and systems. By going back on their statements, they are continuing to lose credibility.</p>
<p>&#13;</p>
<p>&#8220;Vendors, as well as publishers, educators, colleges, consultants, and many others, have already spent millions of dollars getting ready for conversion. It has even spurred job creation— for example new positions like ICD-10 Project Manager. Even health care providers like hospitals and home care agencies have invested significant resources into the transition. With a delay, all of these groups will have to re-work what they&#8217;ve already done and it will cost more money. This added cost for vendors will be pushed down to providers, and then consumers. </p>
<p>&#13;</p>
<p>&#8220;This decision also has a lot of political pressure and motives behind it. CMS’ Acting administrator Marilyn Tavenner made the announcement that they would re-evaluate the timeline at an AMA meeting. It’s important to note Tavenner is currently vying for the official appointment and AMA backed her nomination in November. </p>
<p>&#13;</p>
<p>&#8220;We’re also concerned about HHS’ use of the term &#8220;compliance&#8221; date, suggesting ICD-10 will be implemented per schedule, but providers will have a leeway period where they won&#8217;t be found in non-compliance. In some instances a leeway period makes sense, for example with the new Face-to-Face requirements, claims were allowed to go through for three months after implementation.  But if this happens with ICD-10, it can be extremely harmful because vendors will have to work in two different sets of codes at once, in turn driving up costs and administrative burden even more. </p>
<p>&#13;</p>
<p>&#8220;While we anxiously await HHS’ new plan, we’ll continue our planning with the October 1, 2013 deadline in mind. We suggest no one stop in their preparations and hopefully we will quickly receive a revised plan from HHS. </p>
<p>&#13;</p>
<p>&#8220;Our hope is that the delay is brief because the shift to ICD-10 is a big step to improving health care in this country. It will make our healthcare system more efficient and cost effective and improve the level of care that this nation needs.&#8221;</p>

<p>Readers may remember Homes.org&#8217;s Pick for the Top 9 Real Estate Markets to Watch in 2012 which included Santa Fe, NM. Like many other parts of the country Santa Fe&#8217;s real estate market is seeing an increase in interest due to improving affordability. At the end of Q3 the 2011 President of the Santa Fe Association of REALTORS, JoAnne Vigil has this insight to share, &#8220;With record low mortgage interest rates and competitively-priced homes, I&#8217;m sure there are many renters penciling out the advantages of home ownership.&#8221;</p>

<p> Professional Development Resources has announced a new addition to its online continuing education (CE) curriculum for mental health professionals: Domestic Violence: Child Abuse and Intimate Partner Violence. The course, which is presented in two parts, is intended to help mental health professionals maintain a high state of vigilance and to be well prepared with immediate and appropriate responses when partner violence is disclosed. </p>
<p>&#13;</p>
<p>Part 1 of the course is about child abuse. Part 2 deals with Intimate partner violence (IPV) which is, unfortunately, a pervasive part of life in U.S. society. According to the 2010 National Intimate Partner and Sexual Violence Survey (NISVS), over 35% of women and 28% of men say they have been raped and/or physically assaulted and/or stalked by a current or former spouse, cohabiting partner, or date at some point in their lifetime. Survivors of these forms of violence may experience physical injury, mental health consequences like depression, anxiety, low self-esteem, and suicide attempts. Other health consequences like gastrointestinal disorders, substance abuse, sexually transmitted diseases, and gynecological or pregnancy complications are also common.</p>
<p>&#13;</p>
<p>The NISVS 2010 report further describes five types of IPV, including sexual violence, physical violence, stalking, psychological aggression, and control of reproductive or sexual health. The latter category includes refusal by an intimate partner to use a condom. For a woman, it includes times when a partner tried to get her pregnant when she did not want to become pregnant. Conversely, for a man, it includes times when a partner tried to get pregnant when the man did not want her to become pregnant. IPV affects individuals from all ethnic and socioeconomic groups, including lesbian, gay, bisexual, transgender, queer, and HIV-affected (LGBTQH) communities.</p>
<p>&#13;</p>
<p>A very important and sensitive issue is a victim’s decision to stay with the batterer in spite of ongoing abuse. To a casual observer, it is hard to understand why a person would choose to stay in a destructive relationship. Victims frequently hear from their friends and family members: “why don’t you just leave?” This represents a failure to appreciate the complexity of the problem. According to physicians Rose Fife and Sarina Schrager in their 2012 book Family Violence: What Health Care Providers Need to Know, the decision to leave – or not – is one of the most difficult choices victims will have to make, and possibly the most dangerous.</p>
<p>&#13;</p>
<p>“Leaving a relationship is a process that occurs over time,” says Leo Christie, PhD, licensed marriage and family therapist and president of Professional Development Resources. “It must be understood that typically a victim cannot do so immediately, and often not for a long time. There are many reasons for this: she may think this lifestyle is ‘normal’; she may agree with the abuser that she is bad or stupid or deserves this; she may have no idea how to leave or where to go; she may have no job skills and fear that she and her children will starve. But mostly she is afraid, and her fear is valid. A woman’s risk of being killed is highest when she tries to leave.”</p>

<p>The central purpose of this online CE course is to help clinicians appreciate the likelihood that many of their clients are living in violent relationships, whether they have disclosed it or not. It includes training for detecting abuse when they see it, screening for the particulars, and responding with definitive assistance in safety planning, community referrals, and individualized treatment plans.</p>

<p>“The idea that a kindergartner can be actively involved in service learning projects—and understand the impact of their actions on others—is one that often surprises people,” says Jones. “But the fact is, young children can make a big difference in their communities.”</p>

<p>Rich in both theory and practice, the book reflects the tenets of the National Association for the Education of Young Children’s (NAEYC) developmentally appropriate practices (DAP), combining community service with differentiated curriculum-based learning to meet the academic and social needs of young children in meaningful ways. An accompanying CD-ROM offers customizable versions of the book’s dozens of forms and templates for lesson planning, assessment, and more. An award-winning author, Feldman will celebrate the release of her new children&#8217;s book, Is Your Hair Made of Donuts on March 1.</p>

<p>For years, nutritional consultant Joy Feldman focused on helping an international clientele, primarily made up of adults, achieve better health through nutrition. But Feldman says she’ll never forget the day a few years ago when she was struck with the inspiration to shift her focus to helping children learn to eat right—and the idea for how to accomplish that.</p>

<p>According to Feldman, “While walking through the airport for a very early morning departure, I was surprised when I saw young people buying and eating candy, sugary treats, donuts, drinking sodas and neon-colored liquids and consuming all sorts of unhealthy things. Bear in mind, it was extremely early in the morning and I was shocked to see what these children were eating for breakfast. Not fifteen minutes later, I saw those same children in various stages of meltdowns, tantrums, misbehavior, and general chaos. It was at that point I knew that I wanted—and needed—to help teach children make healthier food choices.”</p>

<p>Feldman, a mother of two and award-winning author, said that the airport incident gave her the idea for a book just for young children. In conjunction with National Nutrition Month this March, Feldman will celebrate the nationwide release of her newest book, Is Your Hair Made of Donuts?  A children’s picture book designed to teach and inspire children to make healthy food choices, Is Your Hair Made of Donuts? explains why the phrase “you are what you eat” may be truer than children think.</p>

<p>But simply writing the book, at least in Feldman’s mind, wasn’t enough. Passionate about helping children not just learn the basics of good nutrition, but also making children want to make healthy food choices, Feldman is launching an extensive nationwide tour of schools to share the message. Feldman, who dons a whimsical, colorful, custom-made donut hat, which has earned her the moniker The Divine Duchess of Donuts, will appear in front of school children and youth groups across the country. In addition to reading from Is Your Hair Made of Donuts, Feldman invites children to take part in healthy food taste challenges, juices fresh fruits and vegetables, and gets children involved through her interactive learning program. Over the coming months, Feldman will share her message about the importance of good nutrition with thousands and thousands of children as she travels across the country.
